The New Orleans Housing Market Area (HMA) is located near the mouth of the Mississippi River in southeastern Louisiana. The HMA is coterminous with the New Orleans Core Based Statistical Area and comprises seven parishesJefferson, Orleans, Plaquemines, St. Bernard, St. Charles, St. John the Baptist, and St. Tammany. For purposes of this analysis, the HMA is divided into three submarketsJefferson Parish; Orleans Parish, which is coterminous with the city of New Orleans; and the Remainder, which comprises the remaining parishes. The economy of the New Orleans HMA has struggled to recover from the recent national recession as well as the effects of Hurricane Katrina in 2005 and the Deepwater Horizon oil spill in 2010. Nonfarm payrolls during the 12 months ending March 2011 averaged 520,700 jobs, up by 0.3 percent compared with a year earlier but still representing only 85 percent of the pre-Hurricane Katrina payroll level.
