The report describes the proposed action which consists of construction of a new building to house the Department of Health, Education and Welfare, Social Security Administration Payment Center in Philadelphia, Pennsylvania. The facility will include approximately 70,000 square feet of general office and special purpose space and will be seven stories above grade with a basement. In addition, the building will be designed to accommodate four additional floors of vertical expansion. The site for the proposed building will consist of 6.9 acres of land, bounded by Spring Garden Street, 3rd Street, Willow Street and 4th Street. A summary of environmental impact and adverse environmental effects are: short-term inconveniences associated with normal construction activities may be expected during construction of the proposed Payment Center Building; the quality of the immediate area around the proposed project will be improved due to the fact that it has been zoned as an urban renewal area; but the immediate neighborhood lacks commercial services for the workers in the area at this time; and service to the public is expected to be improved through centralized operations and location.
