The report is a Comprehensive Plan for Clark County, Kentucky, and its county seat of Winchester, located on the eastern edge of the Bluegrass Region of Central Kentucky. The plan contains a complete Initial Housing Element, a new requirement of the Section 701 Planning Assistance Program of the Department of Housing and Urban Development. In addition, there is a separate chapter on Policies for Planning and Development included within the Comprehensive Plan. Policies for Planning and Development is a Policy Statement which presents a framework of objectives and policies related to each major category within the Comprehensive Plan. These objectives and policies are presented in an organized framework to assist the Winchester-Clark County Planning Commission and local legislative bodies in guilding the future growth and development of its planning area.
