Integrating Localized and Systemwide Objectives in Transportation Planning
Urban transportation planning can generate a conflict between systemwide and localized performance objectives. The report develops methods for integrating these objectives into the planning. Several evaluative techniques are introduced for bridging systems and project requirements. These alternative techniques are discussed with reference to the types of impacts incorporated, differential interpretations of impacts, and contextual sensitivity. Alternative strategies for adjusting transportation plans to satisfy dialectical conflict are reviewed.
