This report provides a step-by-step guide for conducting life-cycle cost evaluations of energy conservation projects for public buildings. It explains the use of life-cycle costing analysis to evaluate and rank the cost effectiveness of alternative energy-conservation retrofit projects to existing public buildings, and to select the most cost-effective design for new buildings. Worksheets, illustrated with a realistic example, and a computer program are provided. This guide is compatible with a life-cycle costing guide prepared for DOE use in the Federal Energy Management Program by Federal agencies. The purpose of this report is to provide a guide to state and local governments for use in their energy-conservation programs. (ERA citation 05:033785)
