REVISITING THE GATHERING STORM Five years ago, the National Academies released a report entitled Rising above the Gathering Storm: Energizing and Employing America for a Brighter Economic Future, which stressed the need to bolster the nation's research and educational capabilities in science and technology. In a follow-up assessment, the authors of that report maintain that, despite some progress in implementing certain recommendations, the overall outlook for the long-term competitiveness of the United States "has worsened."
