A mutated skyline: New York's sky is for sale
The 1916 Zoning Resolution defined different zoning areas based on the function of use, height and area. The combination of these requisites produced a type of building form of "ziggurat" or "wedding cake". This zoning produced a congested city of tall massive buildings that did not respect the needs of public space in the city, producing a heavy and uniform skyline. The new zoning of 1961 brought forward two important changes with respect to the earlier 1916 legislation.
