Public Service Consumerism: Some Questions of Strategy
UK public service agencies are currently giving greater priority to consultation and user involvement. However the political imperative behind this movement can obscure wider questions of strategy. Six are identified and discussed: the significance of process as well as technique; the need to recognise consultation fatigue; the importance of an inter-agency approach; engaging with employees as well as users; clarifying the boundaries of the process; and the moral dilemmas facing agency staff working with consumers. Some principles for those working on public service consumerism are highlighted.
