Decentralisation, participation, and partnership between professionals from diverse agencies, are principles of social and economic policy in France. Boundaries between services are being broken down, with wide-ranging dialogue and global action characterising the new urban social development. This aims to prevent social exclusion (recognised as occuring from rising unemployment, and from failures in housing and social benefit systems), and to promote solidarity between groups and generations. The policies and practices of developpement social des quartiers and of insertion are described, drawing on French commentators and researchers, who, while raising some concerns, agree that a wide-ranging change is taking place in the search for a modernised, yet democratic, welfare state.
