Investigating the Migrant Workers’ Housing Situation in Mangalore City: A Dialogue on Inclusive Housing Design
The migration of people in search of employment is a common phenomenon in Indian cities. During the recent COVID-19 pandemic, India experienced a significant reverse migration of migrant workers to their native places. One of the reasons is that migrant workers do not see themselves as part of any new city because of a lack of consistent employment and housing. The state and central governments in India have been trying to address the housing supply demands for the urban poor, but there has been less focus on their housing design. How important are the migrant workers’ housing needs? What problems do they face when they temporarily settle in a new city and what are their aspirations? Household surveys were conducted in 4 migrant workers settlements in Mangalore, India, to address these questions. Migrant workers were identified through snowball sampling, and semi-structured interviews were conducted at a random sample of 50 houses. A simple descriptive statistical analysis was performed to analyze the survey data. The study shows that the majority of migrant workers are provided with accommodation by their employers only for the duration they are employed. Few migrants have been staying in the city for more than 5 years and have started new livelihoods independently. A large proportion of migrant workers are facing issues related to a lack of basic housing infrastructure, education for their children, and inconsistency in jobs. This study emphasizes the need for inclusive housing design and reviews the affordable rental housing complex scheme of the Government of India.
