Concession of public infrastructure: pitfalls and solutions from construction consultants perspective
The inability of governments in many developing countries to adequately deliver basic infrastructure has encouraged the adoption of concession (a type of public–private partnerships arrangement) of public infrastructure. The benefits of this scheme include an alternative financing model provided by the private investor, yet there have been issues in many concession projects in Nigeria. Therefore, this paper investigated the root cause of problems in concession projects and proffered feasible solutions to guide future concession contracts from the perspective of Nigerian construction consultants. The study adopted virtual interviews and selected cases. The engaged construction consultants have experience in concession projects within Nigeria. Collated data were analysed via a thematic method. Lacuna in regulatory frameworks, evasion of court orders, reversion of policies, corruption, instability of exchange rate, high-interest rate, lax transparency in contract management from government, and protests, among others, emerged as the perceived root cause of issues in concession construction projects. As part of the study’s implications, government should address reputational issues and private investors’ sensitivity. Also, the regulatory Act should be more active in offering the required assistance to the government in infrastructural delivery goals while stimulating investors’ confidence.
