Engineering Risk in Flood Studies Using Multivariate Partial Duration Series
Abstract Flood risk analysis plays a crucial role in the design of many hydraulic structures and water resources systems. Traditionally, annual flood peak discharge is considered in the design process and flood risk assessment is based on the analysis of the annual maximum series. An alternative approach to the annual maximum series is the partial duration series. This method has proved to be particularly suitable when short records of data area available. In this method not only the annual maxima are considered, but all the peaks over a given threshold are taken into account. This threshold may have a physical meaning, such as the discharge value for which the submersion of a structure occurs or a river bank is overtopped. The use of a technique based on the discharge values over a threshold makes it very attractive for taking into account not only the peak discharge but also the flood volume and the flood duration in the risk assessment process. In this paper these techniques are presented and their merits are discussed. Two Portuguese river basins (Corgo River at Ermida and Tera Creek at Pavia) are used for illustration.
