The Emergence of Spatial Planning Policy in Twentieth Century Portugal

This is part of a survey on the history of spatial planning in the territory of the Lisbon Region, highlighting morphological and metabolic implications of each plans and observing their relation to the food system and its related activities and land-uses. This chapter focuses on the early 20th century, namely in the first years of the Portuguese New State. The ‘Agrarian Colonies’ programme, whereby the State promoted the creation of new villages on the Portuguese countryside is highlighted through its only work in the Lisbon Region, the Santo Isidro de Pegões Colony. The urbanization policies promoted by Duarte Pacheco (engineer, Lisbon Mayor and Minister of Public Works) is also noted, as is the importance of Étienne de Gröer (architect and urban planner) in establishing the spatial dimension of these policies. Case studies include proposals of urbanization plans for two towns in the Lisbon Region: Vila Franca de Xira and Palmela
