Segway Model for the Assessment of Megaproject Excellence: Project Excellence Baseline Approach to the Korea’s Pilot Smart City Projects (Sejong 5-1 Life Zone and Busan Eco Delta Smart City)

Two megaprojectsMegaproject are underway the Sejong Administrative City (Sejong 5-1 Life Zone) and the Busan Eco Delta City (Busan Eco Delta Smart CitySmart cities) and have been designated as the national model cities. This study aims to develop a model for assessing the excellence of megaprojectsMegaproject. For this purpose, we analysed the caseCase of smart citySmart citiescasesCase of National pilot smart citySmart cities. International Project Management AssociationInternational Project Management Association (IPMA) has provided Project Excellence Model (PEM) for assessmentAssessment of project excellenceProject excellence. However, megaprojects like smart citiesSmart cities have a completely different character compared to general projectsProject that have existed. It is necessary to develop a new model that is appropriate for assessmentAssessment of megaprojectsMegaproject. We propose the Segway modelSegway model to evaluate megaprojects. The Segway modelSegway model can provide a meaningful contribution for “the assessmentAssessment“ of megaprojectMegaproject excellence by analysing the connectivity of the megaproject success factors and PEM.
