Introducing Futurology into Urban Planning: “Future Scenarios for Santo Domingo” (Dominican Republic) Interdisciplinary Workshop
This paper presents the development of future scenarios as a useful education tool for urban planners and architects. The world is currently undergoing rapid changes characterized by profound uncertainties about their scope and impacts. Therefore, dominant urban planning approaches that have been applied for decades are no longer suitable for the strategic development of contemporary human settlements. We must face new challenges by changing our behavior, not only adapting to climate change, new technologies, and demographic change, but also living sustainably. Urban planners are among those who need to anticipate and integrate consideration of emerging challenges, risks, and uncertainties into their work to ensure resilient and adaptable urban development. In the summer of 2022, we conducted an interdisciplinary future scenario workshop with third-year architecture and urban planning bachelor students from Universidad Nacional Pedro Henríquez Ureña in Santo Domingo, Dominican Republic, and international experts from various disciplines. The aim was to develop different future scenarios for the city as a form of preparation for urban projects. We combined the principles of urban planning with others, among which futurology played an important role. We also used the dynamic observation of social life in order to sensitize the students to the various nuances of social life across social strata. Last but not least, we reflected on the UN Strategic Development Goals and the Habitat III New Urban Agenda and discussed how their achievement could be reflected in the scenarios emerging during the workshop. The paper presents how architects and urban planners can naturally insert and incorporate the futurological method of scenario planning into the planning process to create a solid base of content for the conceptual principles of development and the transformation of these principles into structural urban plans. It also presents and discusses key findings and lessons learned for the further development of the workshop as a teaching method in urban planning.
