Kawasaki is a major city in Japan, with more than one million inhabitants. However, it is often overshadowed by its two larger neighbors, the capital Tokyo to the north and the major port and industry city of Yokohama to the south. In the early 1990s, Kawasaki began a program to improve the city’s image and to formulate a more positive identity within the greater Tokyo Metropolitan Area. One field where the city recognized support that could differentiate the city is music. From 1994 to 1998, the city investigated building a concert hall with more than two thousand seats.
