Abstract Cities and governments have to ensure a secure, clean, competitive and affordable energy supply. They also have a responsibility to influence demand patterns linked to consumer behaviour and society lifestyles. Forward-looking studies have highlighted that, in the absence of bolder policies, the energy future will be unsustainable in all its dimensions, environmental, economic and social. But this can and should be altered. The 20%/20%/20% European targets for 2020 can be mobilising for cities, which often have more ambitious plans to improve energy efficiency, reduce greenhouse gas emissions and increase the share of renewable energies in their energy portfolio.
