Abstract Currently in Japan, it is recommended for ships larger than 1,000GRT to go out of the port and anchor in a bay when a typhoon is approaching to the district where the port is located. This recommendation has been enforced since the Kitty Typhoon (1950) and the Jane Typhoon(1951) attacked the Port of Yokohama and the Port of Kobe, because a great deal of damage was done to ships moored to quay walls or anchored inside or outside the port. For more than thirty years, these large sized ships thus have to undock for surviving a storm. It is true that ship damage has been considerably reduced following enforcement of this recommendation. Recently, however, it has become difficult for those ships to find enough space for anchoring in a bay, not only due to increase of ship size and the number of arriving ships but also due to complex utilization of the marine space. It is estimated that anchoring space for about 240 vessels is needed in Tokyo Bay and in Osaka Bay, and 220 vessels in Ise Bay. But investigation carried out by the Second District Port Construction Bureau. Ministry of Transport, concluded that anchoring space was available only for 90 to 120 vessels in Tokyo Bay.
