Abstract In any fire risk analysis or risk-based assessment, valid measurements of the severity of the fire hazard—the consequences of fire, if it occurs—are of paramount importance. Most analyses are limited to simple outcome measures, such as numbers of deaths or injuries or direct property damage, defined as direct harm to property requiring repair or replacement.
