Regional under-development in a developed economy: The Italian Case

The regional problem in Italy includes questions of industrialization strategy relevant to less developed countries as well as specifically regional and locational questions. The infrastructure and incentive policies pursued by the Government from 1950 have not significantly improved the share of the under-developed South in national per-capita income or employment. The region remains significantly under-represented not only in industry in general but particularly in manufacturing and “modern” manufacturing sectors. The working of the market mechanism within and between sectors as well as the interregional distribution of industrial location indicate that indirect policy measures such as infrastructural improvement and incentives need to be supplemented by locational controls in order to assure alignment of product and income levels.
