Land pooling is a technique for the compulsory but temporary consolidation of private landholdings in urban-fringe areas so that they can be planned, serviced and subdivided as a whole with the costs spread across all the lands and recovered from the increase in land values. The use of pooling by local government councils in Perth to expedite and finance the planned development of their municipalities is outlined. The nature and features of pooling are described and analysed, and proposals are made for improving the technique and for extending its application. The Perth experience has shown that it is a technique for improving the urban development of private landholdings that could be widely adopted because it is politically feasible, financially feasible and administratively feasible.
