Toward Sustainable Fisheries: Lessons Learnt from Taiwan’s Offshore and Coastal Fishery Policy
This study evaluates the results of Taiwan’s offshore and coastal fishery policy, pinpoints challenges faced during its implementation, and provides recommendations for future policies. The research employed outcome evaluation of key performance indicators and stakeholder interviews as methodologies. We observed a potential stagnation in the progress of Taiwan’s offshore and coastal fishery policies over this decade. Therefore, this study proposes that more deliberative indicators could be developed by incorporating established methodologies such as Objectives and Key Results. We also recommend drawing inspiration from Japan’s Satoumi concept, Nature-Based Solutions, and Korea’s successful co-management and fish stock recovery experiences. Additionally, fostering university-led coastal partnerships to engage local stakeholders can enhance fisheries policies. The experiences and lessons learned from Taiwan’s offshore and coastal fisheries policies could potentially offer valuable insights for improvements in global fisheries policy, contributing toward the achievement of SDG 14.
