From Marx to market: Deciding the urban form of post‐Soviet Tallinn, Estonia
The collapse of the Soviet Union has changed urban design in all of the newly independent states, which are now struggling to establish a new society and economy. This paper discusses the transition from the former Soviet socialist city to a new city being created by market forces. A case study of Tallinn, Estonia, is presented, where a decision‐making matrix model was developed to assist in the formulation of policy for the future urban form of the city.
