The Nam Pong case study
This paper reviews the water resources planning and management experiences of a major multiple-purpose development project begun in 1966 in the Nam Pong river basin in Northeast Thailand. The material is based on the author's experience in participating in the final phase of a five-year (1977-82) research project of the Committee for Coordination of Investigations of the Lower Mekong Basin. Following presentation of the physical setting and details of the development scheme, the paper presents the complex organizational and administrative structure of the development scheme. Four currently significant management problems are analysed in the context of six geographic areas of the basin. The paper concludes with a brief discussion of three emerging problems — future water scarcities, environmental health and reservoir fishery management.
