Evaluating housing quality: a systems approach
Although many improvements have been made in the equipment and mechanical aspects of housing, standards of construction and layout are still based largely on conventional ideas. Many research organisations and a number of specialists are endeavouring to work out objective methods of quality evaluation to meet the needs of changing society. Mr. Etenko is a specialist in the Central Research and Design Institute for Dwellings in Moscow, and in this article he discusses what he describes as dwelling quality in terms of a system which covers the performance of components and the functional efficiency of the building over four time periods. On the basis of this hypothesis a model of a quality system has been developed to determine the criteria required for quality evaluation.
