Infrastructure Pricing and Urban Consolidation in Victoria
Fiscal restraint has arguably been the pre-eminent factor shaping metropolitan planning polices in the 1980s. Certainly, some analysts (notably Little and Carter, 1979) have promoted urban consolidation and containment on the basis of a hypothesized positive link between higher average densities in major cities and national economic innovation. But the recurring theme in the official policy literature on consolidation is the need to make better use of existing urban infrastructure in an effort to ‘slow down the rate at which the community needs to find capital for extensions to existing services’ (MMBW, 1981 p.73).
