Analysis of Livelihood Asset Pentagon to Assess the Performance of Irrigation Systems
Globally, water is becoming scarce due to competing uses and users, and 2 billion people are believed to be inadequately supplied. Agriculture is one of water's largest consumers; however, recently such use has starkly been questioned. The conventional approach to water scarcity fails to solve the problem because it overlooks several livelihood aspects to which irrigation is closely tied. This paper is an attempt to develop a framework that encompasses the most pertinent, but significantly-overlooked, factors. In this regard, livelihood assets and their elements were identified, defined, and fitted into the framework. Validity of this framework has been tested for its holistic and comprehensive scope when applied to assess the performance of irrigation systems using household survey information collected from two farmer managed irrigation systems (FMIS) of Nepal in the second part of this paper.
