Financial Constraints on Local Government
Any consideration of economic problems and development strategies in country towns must inevitably look at the role and activities of local government. After all, part of the rationale for the existence of local government authorities is that (1) they provide an arm of government that is in tune with local problems and local opinions and thus able to react to local economic problems and development isues, (2) they are flexible in that they afford a means of tackling issues relatively quickly and on a scale that involves neither vast sums of money nor new legislation, and (3) they foster responsibility in political decision-making in so far as there is, in the realm of local government, a high level of coincidence between the benefits and costs of political decision-making (Walmsley, 1984).
