Citizen Participation in Power Plant Siting Aladdin's Lamp or Pandora's Box?
With continuing public concern for environmental and social consequences in the siting of large power plants (as well as other major energy facilities), direct citizen participation in site selection is increasingly suggested as a means of resolving conflict and ensuring accountability to a range of societal interests. This article discusses the relative merits of the open planning strategy, and responds in particular to six basic concerns utility companies often voice about the practical implications of collaboration with environmentalists and other affected persons. The key conclusion is that the participatory approach has much more to commend it than the electricity industry has heretofore been able to envision, although a great deal has yet to be learned through empirical work as to the design of a constructive interaction process.
