Bus or paratransit?: the issues involved
In many cities of the developing world substantial paratransit systems provide an important part of the transport infrastructure. Often these are seen as being in competition with bus services and proponents of one or other mode seek to demonstrate their advantages and to make a case for their sole use. This paper reviews the more important issues in the “bus or paratransit?” debate, arguing that it is by no means clearcut. The pros and cons of each mode are discussed under the headings: economics and finance; management and productivity; regulation and control; operations; and the use of infrastructure. Evidence from a number of developing world cities is used to point to circumstances which appear to favour one mode or the other.
