Project Location Analysis Using the Goals Achievement Method of Evaluation
This article describes how an analytical method was developed and applied in a Washington community to aid in selecting neighborhoods for rehabilitation loan assistance. Other locational problems involving multiple objectives can also be addressed using this evaluation procedure. The evaluation method employed is an adaptation of the Goals Achievement Matrix, which itself is reviewed. The empirical test of the method demonstrates its usefulness in a political decision making context. Use of available data sources, presentation of the analysis procedure, and ways of making the procedure popularly understandable should encourage planners to apply variants of this method in their practice.
