Research Report: Citizen Representation in Neighborhood Planning
A number of cities have set up formal processes for representatives of community organizations to participate in city planning and policy making. The experience of federally sponsored local agencies in the 1960s suggests that as participatory mechanisms become formal, those who participate may be less likely to represent the interests of the majority of the community. Using data from a 1978 survey of neighborhood residents and participants in the neighborhood planning process in Atlanta, we can assess the degree to which the characteristics and views of planning participants conform to those of residents of the communities they represent. The analyses show that although participants' characteristics and opinions are different from those of the general population, participants are not oblivious to the concerns of their neighbors, and they have realistic perceptions of the representativeness of the process.
