Legal and Regulatory Regime for Water Management in Mexico and its Possible Use in Other Latin American Countries
The present paper analyses objectively the current experiences of Mexico in using legal and regulatory measures to manage its water resources on a long-term, sustainable basis. The strengths and weaknesses of the Mexican system should be carefully considered before other Latin American countries formulate their own individual programmes specifically. Unless this is done, non-critical transfer of knowledge and experience would undoubtedly create numerous problems in the recipient countries in the coming decades.
