The development of a comprehensive oceans policy in New Zealand remains elusive. This paper outlines key elements of recent initiatives and notes the range of pressures on New Zealand's maritime domain, uses and users. In calling for a more strategic focus to oceans policy and governance, the paper focuses on responsibilities for New Zealand to become not only a Tangata Whenua or people of the land, but also a Tangata Moana or people of the sea.
