Metropolitan Flood Loss Reduction Through Regional Special Districts
Flood damage is increasing in U.S. metropolitan areas because of urbanization in small watersheds and floodplains and because of inadequate storm drainage. The National Flood Insurance Program is a necessary but insufficient response to the problem. Additional measures and programs tailored to the particular region are needed. This article reviews three diverse regional special districts serving metropolitan areas and compares their roles in reducing flood losses.
