A location—allocation model maximizing consumers' welfare

A gravity-type interaction model is incorporated into a location-allocation model, both to allocate patrons to facilities and to formulate a goal of consumers' welfare maximization. The location-allocation model is applied to locating varying numbers of motor vehicle licensing outlets of varying sizes in Edmonton, Canada. The optimal set of locations is little different than those generated by the traditional P-median model. In trading off facility distance and size, however, the consumers' welfare model provides a more satisfactory determination of the ideal numbers and sizes of facilities.
