Mainly because of shortages of public funds, developers are required to fund much of the investment in infrastructure and the cost has been passed on in higher house prices. Economic and environmental arguments in favour of expanding developer responsibilities are unconvincing. Rather developer charges for off-site works should be replaced by increased user charges.
