Problematizing exclusion: Reflections on space, difference and knowledge
Some assumptions about social exclusion which are implicit in recent European policy initiatives are questioned. There are some minorities, like the European Roma, who are commonly represented as discrepant or transgressive and do not fit easily into the usual categorizations of the excluded. Even liberal formulations of community are inclusionary and cannot accommodate groups who reject mainstream values. It is suggested that one lesson of ethnographic research on peripheral minorities is that societies need to acknowledge 'spaces of difference' where some degree of economic autonomy is possible. However, one problem with research is that it may produce knowledge of discrepant others which can be used by social control agencies to police and regulate their activities. Thus, it is concluded that the need for greater knowledge of the various meanings of 'outsiderness' and exclusion is itself problematic. Greater control may be an unintended consequence of committed research.
