The Planner and Nuclear Crisis Relocation
Since 1980 New York City has been pasting decals over windows of abandoned buildings in the Bronx and Brooklyn. The decals bear images of lamps, Venetian blinds, houseplants, and television sets. The buildings are otherwise untouched. The purpose of the effort, as reported in The New York Times (7 November 1983) is to “… spruce up the neighborhood, lift the morale of residents … and make a better impression on the thousands of motorists, some presumably investors, who pass the area daily.” According to one official, “Morale is very real…. Perception is reality.”
