Urban water supply in Indonesia—bridging the manpower gap
The Manpower Development Programme (MDP) was set up in September 1980 within the Department of Sanitary Engineering (DSE) of the Ministry of Public Works. After a 3-year period the broad objectives of the MDP are: The injection of manpower development/industrial training expertise into the water supply sector via overseas assistance. The creation of a self-sustaining, ongoing programme of manpower development, wholly organized and managed by Indonesians. This article looks at the activities of the Programme to-date and discusses some of the problems which have been encountered. Progress has been made, but at a much slower rate than was envisaged in the initial planning. At a time when similar manpower development programmes are being planned or set up in a number of other countries, there are perhaps some lessons which can be learnt from the Indonesian experience.
