In pursuing some form of industrial policy, many governments arrange agreements with multinationals concerning capital investment. This paper examines a particular case, a General Motors plant in Vienna, in detail. The decision-making process and policy background on both the public and private sides are considered, and problems of assessing whether or not the returns will outweigh public expenditures discussed.
