Major Challenges to Future Groundwater Policy in Spain
The economic growth of the country and outdated legislation, during the second half of the past century, raised important problems of unsustainable groundwater use which still remain unsolved. Eradication of groundwater overdraft is a principal objective of the National Water Plan; its implementation will require an unusual endeavor of the water authorities. The implications of Directive 2000/60 EC on future groundwater policy are indicated and emphasize the need of new legislative and administrative measures in order to protect groundwater as a source of drinking water and to preserve its ecological value.
