Evaluating Efficiency Level of Regional Development Program of Development-promoting Area using Data Envelopment Analysis
The RDPDA is considered as one of the most effective and influential programs to develop lagged regions through various sets of schemes including road construction, culture and tourism projects. water and sewage facility improvements, etc…. Although the RDPDA has been implemented for more than 10 years, it has been without an appropriate evaluation process to scrutinize its efficiency as a whole until now. This study aims to evaluate the efficiency of the RDPDA using Data Envelopment Analysis and to find policy implications from the analysis.
From the study we found: firstly, that there are gaps in the efficiency levels among counties pursuing RDPDA; secondly, that the more lagged regions were shown to be more efficient than the less lagged regions; thirdly, that the efficiency gap is wider between counties when they are considered together nationwide than when they are considered together on a provincial scale; and lastly, that the evaluation of efficiency using DEA can be applied not only on a county level but also on a regional development program level. Importance not with standing, it was pinpointed that this study has some minor limitations in terms of methodological and interpretational aspects, which are to be scrutinized carefully in the future.
