If nothing else, the turning of the millennium might cause us to reflect on the disparity between Britain's past and future position in world affairs. However, many of Britain's opinion leaders seem to be resistant to such re-thinking. Peter Buchanan has — as indeed has this journal — been attempting to raise the deeper issues as well as the related practical possibilities for some time now. Neither the newspapers nor the politicians approached have shown any significant interest. In academic circles, too, there is a dearth of qualitative thinking about possible futures. We publish his article as a key contribution to developing relevant public debate and actions for the year 2000 — and beyond.
