Papua New Guinea’s maritime security challenges: building capabilities as an archipelagic state
Papua New Guinea (PNG) has a significant maritime estate and maritime interests, with complex maritime borders, shaping its maritime security environment. This paper first looks at the maritime nature of PNG, then sets out the maritime threats and risks the country faces. It considers PNG’s major maritime capability gaps as well as policy, legislative and training issues. Border security challenges are discussed. The current arrangements to tackle law and order in PNG’s waters are described. Finally, the paper sets out what needs to be done to strengthen PNG’s maritime security.
