Several regional measures have been put forward for the welfare of “net-migrants”. Who is a “net-migrant”? This analysis of interregional migration emphasizes the problem of matching, at local level, individuals and jobs. All attempts to adjust this were affected by the imbalance between different occupations, and by successive variations between vacancies and job applicants. Consequently this resulted in a negative connection between gross migration and the number of job opportunities in the local labour market. Finally the authors discuss the relationship between the objectives of population settlement, production of systems and gross migration.
