Empowerment is one of those concepts like community which everyone can use with their own special meaning, internationally and across the political spectrum. It is used in the UK by New Labour in promoting the Stakeholder Society and, with a different slant by the Radical Right as they talk up personal responsibility, while withdrawing benefits. Empowering people and communities attracts political support without people agreeing what they mean. Anna Bowman recently spent four months in the US, looking at Empowerment Zones and the work of the community development corporations (CDCs) in five cities — Atlanta, Baltimore, Chicago, New York and Philadelphia. An understanding of their multiple aims and the meanings given to the term 'empowerment' highlights the reasons their funding has been preserved despite congressional attacks on social programmes and points up some of the complex, unresolved issues facing them in the future.
