In this Policy Review Section Ali Memon examines the contribution of voluntary sector organizations in fostering ethnic business development in the inner cities. He argues that if they are to play a full role then their activities should be more adequately and systematically funded by central government and they should be allowed to retain as much autonomy as possible in order to foster local community links. Paul Bishop, drawing on the results of a survey of high technology firms in the South West considers the problems of developing links between higher education institutions and small firms in the areas of industrial research and training. Finally, John Mangan and Brett Shorten consider the role of a pioneering new local development agency in seeking to tackle the problems of a declining industrial region, Illawarra in New South Wales, by measures designed to build on the existing industrial base and through a planned training programme.
