The Jordan River basin: 3. Options for satisfying the current and future water demand of the five riparians
Two previous papers in this series have demonstrated that the existing allocation of fresh water amongst the five riparians of the Jordan River basin is inequitable, but that equitable allocations could be attained within the framework of a volumetric positive-sum outcome. The present manuscript proposes a general framework for the reallocation procedures over time, coupled to options for the development of new water in specific fashions selected to satisfy the within-basin and wider geographical demands of all five riparians. It concludes that a positive-sum volumetric outcome is both attainable and affordable, and would provide great benefits to the regional populations, as well as a highly significant “peace dividend”.
