The co-ordinator of the newly-established CIB working commission on this subject (W 87) considers some of the possible lines of enquiry and answers an implied question — what has this subject to do with building research? Possible interactions between R & D and the 'liability-cum-insurance complex' are discussed by reference to the 'scales' along which participants in the building process might operate, concerning attention to quality, the propensity to innovate, the attitudes to design responsibility, and the motivation to upgrade skills.
